Chris Brown Files Appeal In Graffiti Case

HOLLYWOOD HILLS—R&B singer Chris Brown has filed an appeal with the city of Los Angeles over a citation he received in early May from the graffiti art he drew on the exterior of his home.

The appeal filed by Brown's attorney, Mark Geragos states, “The murals painted on the exterior of the structure are for the sole purpose of enhancing the architectural and aesthetic features of the residential property. The term 'signage' as used in the context of the sections cited by the Order does not properly describe the artwork painted on the exterior of the structure.” Furthermore, the appeal argues that Brown's aesthetic and artistic expression is under protection by the First Amendment to the United States Constitution.

 

Brown's attorney notes that the Department of Building and Safety “initially responded to the site address after receiving complaints from neighboring properties about the content of the art.” The Department’s claims, which Brown's attorney disputes are not pursuant with city law procedures. In addition, the allegations made against Brown are not “content neutral.”

 

The graffiti on Brown's home has also attracted the ire of Brown's neighbors. Complaints referenced in the appeal state that the monster figures drawn on Brown's home terrify the local neighborhood children.

 

Although the singer has been initially fined $376.32 by the city of Los Angeles to pay for the house inspector sent to his home, Brown refuses to pay any accrued fines.
