Each year the festival starts out with a costume parade, which will start at 3:30 p.m. During the costume parade, they will march around the park dressed in different costumes and on floats. Games will be available for children between the ages of 2 and 10.  Food trucks will also be on hand at the event.

Churro Man and Malibu Hot Dogs will be providing food and drinks on their food carts. Super Soccer Star and the Fruigees will sponsor the carnival games. Games include: pushing daisies, wheel of chance and a bounce house. The games will require tickets in order to play; tickets will range from $1 to $5. The bounce house is $5, but any patrons that bring in three canned food items will receive two free tickets.

All canned foods collected will be donated to the Los Angeles Regional Food Bank. The Tiny Tot Halloween Carnival will last from 3 p.m. to 5:30 p.m.
