Driver Faces Charges For Hit-And-Run

MALIBU—A female driver who allegedly killed a tow truck driver in Malibu on Monday, February 11 was expected to surrender Thursday, February 28 to the Los Angeles County Sheriff's Department.

Santa Monica resident Jill Rose, 44, faces one count of felony hit-and-run and one count of misdemeanor vehicular manslaughter. Additional charges may be added depending on the results of her toxicology test as the investigation is still pending.

The California Penal Code classifies a hit-and-run as punishable by up to four years in a state prison as well as a fine between $1,000 and $10,000. Misdemeanor vehicular manslaughter is punishable with a maximum of one year in county jail.

Authorities first received the call regarding the accident at 9 p.m. that reported a grey or silver vehicle striking a man on PCH and drove away from the scene. Rose allegedly hit tow truck driver Ron Carver, 45, while he was helping a stranded motorist on the eastbound side of Pacific Coast Highway and John Tyler Driver near Pepperdine University. Carver, who worked for Platinum Tow and Transport of Camarillo, was pronounced dead at the scene.

After hitting Carver with her car, Rose reportedly left the scene but ended up crashing into a parked car two miles east near Malibu Pier. Soon after the incident, the Sheriff's department received calls indicating a car matching the hit-and-run description had collided into a parked vehicle.

Authorities waited to file charges until Rose bounced back from the head trauma she obtained from the night of the accident. She is still in rehab for her injuries. Rose's lawyer was expected to accompany her when she surrendered to the police and it is believed she will post bail immediately.

Carver's memorial service took place in his place of residence, Newbury Park, on Saturday, February 16. He is survived by his wife, Kristy, two daughters, Tessa Lynn and Alexia Nicole and one son, Aidan Thomas.

The tow company that employed Carver has been receiving donations for the man's family and he reportedly directly gave them $4,000.
