City Funds Undercover Operations

SANTA MONICA—The Santa Monica City Council is expected to approve a grant next week to help the Santa Monica Police department step-up its undercover operations.

The $40,000 grant from the Department of Alcoholic Beverage Control is expected to be approved by the City Council on Tuesday, July 9. The grant will help the police department step-up multiple undercover operations geared toward underage drinking.

The police will send teens that are helping with the operation into a liquor store to discover which stores will sell to minors. If an employee sells alcohol to the minor, the police will cite and fine the employee, as well as cite and fine the store owner.

The operation also includes four “shoulder tap” operations where the teen cadets stand outside a liquor store and ask people to buy alcohol for them. Those who agree to buy alcohol for the minors will also be cited and fined.

Another operation police are conducting is a “trap door” operation where officers pose as employees of a store and keep a watch out for minors using fake ids to buy alcohol.

The grant will also fund two undercover operations where officers will go into bars and restaurants to see if bartenders are over-serving or serving alcohol to minors.

According to Santa Monica’s Youth Wellbeing Report Card, nearly 30 percent of Santa Monica youth reported they drink, which is above the regional average.

Based on the findings of the report, the City of Santa Monica is focusing on underage alcohol use.
