Creator Of Ventura Boulevard Plan Dead at 91

SHERMAN OAKS—The city lost a valuable member of its community recently when Fred Kramer, also known as the Father of the Ventura Boulevard Specific Plan, died Tuesday, August 14, at the age of 91.

Kramer, who was four days away from his 92nd birthday, was a longtime Sherman Oaks Homeowners Association board member.  He was best known for being the catalyst behind the Ventura Boulevard Specific Plan, which prevents high-rise developments along Ventura Boulevard.

 

For nearly two decades, Kramer served on the SOHA board as vice president to current SOHA president Richard Close.  Multiple reports indicate that it was high rise building construction in Encino that prompted Kramer to lobby against large-scale development in Sherman Oaks during late 80’s to the early 90’s.

 

Kramer, who was a graduate of Columbia University, then began working with chief deputy to then-Councilman Marvin Braude, and Cindy Miscikowski on how to create a plan that would put the brakes on development destined for Sherman Oaks.

 

There was much criticism from high-rise developers trying to leave their mark on Sherman Oaks about Close, Kramer and Miscikowski’s plans.  Not long after, a hearing at the Los Angeles City Council was organized by Kramer and the plan was signed into law. The Ventura Boulevard Specific Plan now reaches from Studio City to Woodland Hills.

 

Before making an impact as part of the SOHA board, Kramer served in the army for 4 years, worked as a department store executive, and later went into the field of sales.
