Kidnap And Rape Suspect Identified

WOODLAND HILLS—The Los Angeles Police Department Robbery Homicide Division (RHD) detectives have identified and arrested 19 year old Kioki Ray Snowden of Lancaster for kidnapping and rape on July 11. 


The arrest was made after a week long investigation by the RHD, resulting from a kidnap-sexual assault report that was filed to the LAPD on July 4 2013 around 5:30 p.m. The 19 year-old female victim was allegedly leaving her job at the Westfield Topanga Mall in Canoga Park and Snowden was suspected to have approached her car in the parking lot.


Detectives had a search warrant at Snowden’s residence, where ample evidence was discovered. Snowden is charged for 209 PC-kidnapping and is being held at the Van Nuys jail with the bail set at $1 million. The case will be filed with the Los Angeles District Attorney’s Office on Monday.


At the time of the incident, Snowden was described as an African-American male in his early 20s that was about 5 feet 6 inches to 5 feet 8 inches tall and weighing between 140 to 160 pounds with an athletic build.


Snowden was allegedly armed with a knife and was accused of forcing the victim into her car by threatening her with the knife. The suspect held the victim hostage for three hours while he forced her to drive her around various locations in the San Fernando Valley, Pasadena and downtown Los Angeles.


He is also charged for stealing property from the victim and forcing her to divulge her bank account information by force through her ATM card. It is also reported that Snowden sexually assaulted the victim. The case will be filed with the Los Angeles District Attorney’s Office on Monday.
