LOS ANGELES — A motion to review the city’s hiring process was approved by the City Council on Wednesday, November 20.

Motion 13-455, introduced by Councilman Bob Blumenfield on October 25, requests that the City Administrative Office (CAO) and the City Legislative Analyst (CLA) write a report that comprehensively reviews the city’s hiring-freeze policy. It was unanimously passed.

The Managed Hiring Committee, comprised of a representative from the mayor’s office, the CAO and the CLA, approves requests submitted by various departments to fill vacancies by examining such factors, as the funding source for the position, its vacancy rate, the department’s budgetary position, and the city’s current fiscal status in approving the request.

The motion by Councilman Blumenfield notes that the Managed Hiring process, which was created to help managed the city’s financial crisis by instituting a hiring freeze, hopes that the report will help give a better insight into the process in light of the city’s economic improvement. The budget for the 2013-2014 fiscal year instructed the Managed Hiring Committee to expedite “the processing of requests for [unfreezing] of positions,” according to the motion.

The report will have to include elements like the number of positions requested to be unfrozen and the number already approved, the criteria used to consider unfreezing requests, and a description of the Managed Hiring Process, which would include so-called “time-lags” that could potentially occur in that process.
