UNITED STATES─U.S. Magistrate Judge, John Z. Boyle issued a warrant for a Phoenix, Arizona man on Wednesday, January 29, with premeditated murder of two Iraqi police officers.

The FBI’s Phoenix Field Office with assistance of HSI Phoenix Field Office, and the U.S. Marshals Service executed the arrest of Ali Yousef Ahmed Al-Nouri, 42, on Thursday, January 30. Al-Nouri was arrested on two premeditated murder charges. According to reports, Al-Nouri came to the United States several years ago through the U.S. and Mexico border.

The Department of Justice’s Assistant Attorney General Brian A. Benczkowski and U.S. Attorney Michael Bailey for the District of Arizona announced the arrest. An Iraqi judge issued a warrant for Al-Nouri’s arrest with the Iraqi government requesting extradition to the Republic of Iraq.

According to the Extradition Request, Al-Nouri served as a leader of a group of Al-Qaeda terrorists in Al-Fallujah, Iraq who planned operations that targeted Iraqi police. Al-Nouri along with the other members of this terrorist organization shot and killed a First Lieutenant and another policeman in the Fallujah Police Directorate on June 1, 2006 and October 3, 2006.

The U.S. Attorney’s Office for the District of Arizona and Criminal Division’s Office of International Affairs will handle the extradition case.

Details of the complaint are allegations and have yet to be proven in court. If proven be true in court, the U.S. Secretary of State will decide whether to surrender the defendant to Iraq.
