MALIBU—Approved by Malibu voters on November 4, Measure R was officially written into Malibu city law on December 8.

The controversial measure, publicly backed by notable Malibu residents, including Rob Reiner, Barbara Streisand, Tom Hanks, and David Geffen, inhibits commercial development in the beach community.

To avoid legislative conflict, a 2014 City Council retail ordinance was repealed.

Any development exceeding 20,000 square feet must be approved by Malibu residents. Chain stores are only permitted to occupy 30 percent of new commercial developments in the city.
