BEVERLY HILLS—The Community Development Department of the city of Beverly Hills released a right-of-way construction measure informing residents of holiday safety measures on Wednesday, October 9. The Community Development Department indicated that in order to encourage safety during the upcoming holiday season, three special construction measures will be put into place from November 10 until January 20, 2020.

Those safety measures include the following:

  • All public utility companies, contractors and others are notified that excavations in places of public right-of-way commenced prior to the restriction period must be in such condition that they will be resurfaced prior to November 10, 2019.
  • Only excavations of an emergency nature will be permitted in public right-of-way and, where possible, shall be restricted to night hours or weekends. If it is determined necessary to expedite completion of emergency works, it may be permitted for the project to be carried forward on a 24-hour basis; provided this would not be in conflict with existing regulations regarding proximity to residential zoning.
  • All other activities proposed within public right-of-way, whether construction related or otherwise, which would normally require a permit may be conditioned to specific hours and/or days during which activities may be performed. All project and permit renewals shall be reviewed for the purpose of facilitating public safety.

During the holiday season, the city of Beverly Hills reviews public right of way uses (streets, alleys, sidewalks, and curb lanes) to account for the increase in vehicle traffic and pedestrian activities. The city attributes the increase in traffic to holiday shopping and celebratory travel-related activities taking place throughout the community.
